Phase 1 of the Dar es Salaam Bus Rapid Transit (BRT) system consists of 20.9 km of roadways, 27 stations, 5 terminals, one bus depot and four feeder stations. It was financed by the World Bank and is in operation since May 2016. In 2022 it has a daily ridership of about 200,000. The Phase 1 corridor has been operating with a semiautomated fare collection system based on paper QR code tickets. To improve the system’s efficiency, the implementing agency, Dar Rapid Transit (DART) Agency, has been trying to implement a fully automated fare collection (AFC) system for several years.

 

With the purpose of advising DART Agency on the implementation of AFC systems and other intelligent transportation systems (ITS) for BRTs, the World Bank hired GSD+ to carry out a post-mortem review of a cancelled AFC system bidding process. The review included a list of detailed recommendations based on international best practices. GSD+ also carried out an analysis of the risks associated with various procurement strategies for AFC systems and other ITSs. Lastly, the consultant reviewed the latest proposal by the Government of the United Republic of Tanzania for procurement and implementation of an AFC system and other ITSs for Phase 1 of the BRT, and provided recommendations to improve the proposal. One of the main features of the government’s proposal is the intention to develop the AFC system software in-house.

As a result of the interactions GSD+ had with DART Agency during the World Bank project, the agency sought the consultant’s support for the in-house development of the AFC system for Phase 1 of the BRT. GSD+ assisted DART Agency in the detailed design of the AFC system, preparation of bidding documents for hardware procurement, the procurement process, software development, and system integration. Three bidding processes took place: one for smart cards and secure access modules, another for the AFC back office and BRT station ICT infrastructure, and a third for AFC front-end devices.

 

DART’s AFC system is currently under development. It has the following fare media: paper QR code tickets, digital QR codes and a smart card. DART Agency is the smart card and secure access module issuer. GSD+ supported DART Agency in the execution of a successful pilot at one of the BRT stations. We are now fine-tuning the front-end device software as per the lessons learned from the pilot.
