GSD+ performed a diagnosis of intelligent transport systems (ITS), as well as failed ITS implementations, in Colombian cities where a strategic public transport system is under development in order to identify the main problems encountered during the implementation. Based on this diagnosis and a study of international best practices, GSD+ developed a smart mobility vision for Colombian cities and built a roadmap for the implementation of a smart mobility ecosystem using agile development methodologies.
The consultant also prepared guidelines for implementation of automated fare collection (AFC) systems based on the proposed smart mobility vision, which may enable cities to overcome the issues identified in the diagnosis. These guidelines involve user experience, institutional organization, commercial agreements and technology for AFC systems, and also consider the need to integrate these systems with other ITS.
Lastly, GSD+ supported the Ministry of Transport in the creation of regulations related to the technical, operational and security requirements for AFC systems in Colombia. To that end, the consultant prepared initial drafts on which the following regulations were based: Decree 1567 of 2020, which establishes the general technical, operational and security requirements for AFC systems in the country, and confers to the Ministry of Transport the authority to regulate the specific technical, operational and security requirements for AFC systems; Resolution 20203040034065 of 2020, which regulates conditions for operation of AFC systems in strategic public transport systems; and Resolution 20213040060975 of 2021, which establishes the specific technical, operational, security and interoperability requirements for AFC systems corresponding to public transportation systems that are co-financed by the national government.
